Quick answer

Registration fee = taxable value × rate. Passenger cars up to 9 seats pay 10% on first registration (provinces may raise it to 15%), cargo pick-ups 60% of that, battery electric cars 0%, other vehicles 2%; motorbikes 2% (1% later); used cars 2%; houses and land 0.5%. A VND 700 million car where the rate is 12% pays VND 84 million; a VND 50 million motorbike pays VND 1 million.

What is Vietnam's registration fee?

This calculator works out Vietnam's registration fee (lệ phí trước bạ) when you register a car or motorbike, new or used, and when you transfer a house or land, under Decree 10/2022/NĐ-CP and the amending decrees in force in 2026. Choose the asset, whether it is a first or later registration, your province's car rate, and enter the taxable value; for used vehicles the remaining-quality ratio is applied automatically.

Examples

A VND 700 million five-seater

Where the rate is 12%: 700,000,000 × 12% = VND 84,000,000. In a province on the 10% national rate: VND 70,000,000.

A VND 800 million cargo pick-up

First registration pays 60% of the car rate: 6% where cars pay 10%, so VND 48,000,000.

A new VND 50 million motorbike

50,000,000 × 2% = VND 1,000,000 nationwide since 1 July 2025 (big cities used to charge 5%, i.e. 2.5 million).

Buying a three-year-old motorbike

New price of the same model 40 million × 70% = 28 million taxable; second-time rate 1%: VND 280,000.

A car under one year old

New price 600 million × 90% = 540 million; at 2%: VND 10,800,000.

Transferring 100 m² of land at VND 20 million/m²

Land value VND 2 billion × 0.5% = VND 10,000,000 (excluding any house).

Common mistakes

Using the list price or negotiated price.
The taxable value is the provincial price table's figure for that model (from 1 January 2026); the invoice price only applies when the model is not listed.
Charging motorbikes 5% in cities.
The 5% rate was removed on 1 July 2025 by Decree 175/2025/NĐ-CP; motorbikes pay 2% nationwide on first registration and 1% after.
Charging 10–12% on a used car.
From the second registration, cars pay a uniform 2% on the value reduced by the remaining-quality ratio.
Assuming hybrids also pay 0%.
The 0% rate is for battery electric cars only; hybrids pay the same as petrol cars with the same seats.

Your province's car rate

Decree 10/2022/NĐ-CP sets 10% for first registration of passenger cars up to 9 seats and lets provincial councils set a higher rate of up to 50% more, i.e. 15%. After the 2025 reorganisation of provinces, rates may follow new council resolutions; check with the local tax office or the dealer.

Where does the taxable value come from?

From 1 January 2026, values for cars and motorbikes come from price tables issued by each provincial People's Committee and updated several times a year. Models not in the table use the sales invoice price including VAT. Property uses the provincial land price table plus the new-construction price of the house times its remaining-quality ratio.

Other costs when registering

Registration also involves the number plate fee, inspection (cars), the road-use fee and compulsory liability insurance. This calculator covers the registration fee only.
