In 2026, a one-off social insurance withdrawal in Vietnam pays 1.5 months of average insured salary for each year of contributions before 2014 and 2 months for each year from 2014 onwards, under Article 70 of the Social Insurance Law No. 41/2024/QH15. The average salary is uplifted year by year with official adjustment coefficients. For example, 7 years and 4 months of contributions from March 2018 on a VND 8 million salary pay out about VND 134.75 million.
Key takeaways
- The 2024 Social Insurance Law (No. 41/2024/QH15) took effect on 1 July 2025 and replaced the old law.
- Benefit: 1.5 months per year contributed before 2014, 2 months per year from 2014.
- Odd months: 1–6 months count as half a year, 7–11 months as a full year; odd months before 2014 move into the from-2014 period.
- The 2026 adjustment coefficients follow Official Letter 340/BHXH-CSXH of Vietnam Social Security dated 3 February 2026.
- The "out of work for 12 months, then withdraw" route now only applies to people who started contributing before 1 July 2025 and have less than 20 years in total.
- Withdrawing wipes out the contribution history that would otherwise count towards a pension.
Who can withdraw in 2026?
Under Article 70(1) of the 2024 law, an employee who has stopped contributing and applies can take a lump sum in any of these cases:
- They have reached retirement age with fewer than 15 years of contributions and do not choose to keep contributing or take a monthly allowance.
- They are leaving to settle abroad.
- They have cancer, polio, decompensated cirrhosis, severe tuberculosis or AIDS; or a work capacity loss of 81% or more; or a very severe disability.
- They contributed before 1 July 2025, have spent 12 months outside compulsory insurance without voluntary contributions, and have under 20 years of contributions in total.
The biggest change is case 4: anyone who starts contributing from 1 July 2025 can no longer withdraw simply because they have been out of work for a year.
Foreign employees who join Vietnam's compulsory social insurance have their own conditions for a lump-sum payment when their employment ends. If that applies to you, confirm the details with your employer or the local social insurance office before you plan around a payout.
The formula
Lump sum = (years before 2014 × 1.5 + years from 2014 × 2) × adjusted average monthly insured salary.
Step 1: the adjusted average salary
For employees paid by a company, the average covers the whole contribution period (Article 72(2)). Each year's salary is multiplied by that year's adjustment coefficient to bring it up to today's value.
| Contribution year | Coefficient | Contribution year | Coefficient |
|---|---|---|---|
| Before 1995 | 5.81 | 2014 | 1.36 |
| 2000 | 4.07 | 2016 | 1.32 |
| 2005 | 3.27 | 2018 | 1.23 |
| 2008 | 2.29 | 2020 | 1.16 |
| 2010 | 1.96 | 2022 | 1.11 |
| 2012 | 1.51 | 2024 | 1.03 |
| 2013 | 1.42 | 2025 – 2026 | 1.00 |
Extract of the coefficients used for claims settled in 2026 under Official Letter 340/BHXH-CSXH of 3 February 2026. The calculator uses every year's coefficient.
Step 2: count the years and handle odd months
- Split the contribution time into two periods: before 2014 and from 2014.
- Before 2014, count whole years only; leftover months move into the from-2014 period.
- From 2014, 1–6 leftover months count as half a year and 7–11 months as a full year (Article 5(6)).
Step 3: multiply
Multiply the total number of benefit months by the adjusted average salary.
Worked examples
Example 1: 7 years 4 months on VND 8m
Contributions from 03/2018 to 06/2025 on VND 8m a month, 88 months in total.
- Adjusted average salary after applying each year's coefficient: about VND 8,983,636.
- 7 years 4 months → the 4 leftover months count as half a year → 7.5 years.
- Benefit months: 7.5 × 2 = 15.
- Payout: 15 × 8,983,636 ≈ VND 134,754,545.
Example 2: with years before 2014
Contributions from 03/2010 to 12/2025 at three salary levels: VND 5m (03/2010 – 12/2013), VND 8m (01/2014 – 06/2019) and VND 12m (07/2019 – 12/2025), 190 months in total.
| Item | Result |
|---|---|
| Time before 2014 | 46 months = 3 years + 10 leftover months |
| Time from 2014 | 144 months + 10 carried over = 12 years 10 months → 13 years |
| Benefit months | 3 × 1.5 + 13 × 2 = 30.5 |
| Total nominal salary | VND 1,694,000,000 |
| Total adjusted salary | VND 2,083,040,000 |
| Adjusted average salary | VND 10,963,368 |
| Lump sum | VND 334,382,737 |
The 2010 coefficient is 1.96, so ten months on VND 5m count as VND 98m rather than VND 50m. That is why long contributors receive much more than a simple "salary × years" estimate.
Example 3: only 7 months of contributions
When total contributions are under one year, the payout equals the amount paid into the retirement and survivorship fund (22% of salary: 8% from the employee, 14% from the employer), capped at two months of average salary.
On VND 6m for 7 months: 7 × 6,000,000 × 22% = VND 9,240,000, which is below the VND 12,000,000 cap, so the full VND 9,240,000 is paid.

Should you withdraw?
A lump sum gives you cash now, but it has a cost:
- You lose the accumulated contribution time. To get a pension later you start again from zero and need 15 years.
- You lose the health insurance card that pensioners receive. People who take a lump sum do not get it.
- A lump sum can be worth less than years of pension payments. If you have 10–15 years of contributions, compare both options before deciding.
If you can keep contributing (including voluntary social insurance), try the pension calculator to see the monthly amount you could receive, and compare it with the lump-sum calculator.
Common mistakes
- Multiplying the last month's salary by the number of years. The benefit uses the average over the whole period, uplifted by the coefficients.
- Paying odd pre-2014 months at the 1.5 rate. They are carried over and paid at the 2-month rate.
- Using last year's coefficient table. Claims settled in 2026 use the 2026 table.
- Counting overlapping months twice after a job change. If two employers contributed for the same month, it counts once.
Frequently asked questions
How much is a lump sum after 5 years of contributions?
If all five years are from 2014 onwards: 5 × 2 = 10 months of average salary. With an adjusted average of VND 8m that is about VND 80m.
I started work in September 2025. Can I withdraw after a year without a job?
No, unless another case applies, such as settling abroad or a serious illness. The 12-months-out-of-work route is only for people who contributed before 1 July 2025.
Are the 2026 coefficients different from 2025?
Yes. Vietnam Social Security publishes a new table each year. In 2026 the table from Official Letter 340/BHXH-CSXH of 3 February 2026 applies; the coefficients for 2025 and 2026 are both 1.00.
Is voluntary social insurance calculated differently?
The number of benefit months is worked out the same way, but the payout excludes any contribution support the state provided, and the declared income is uplifted with the matching coefficients.
Does the calculator replace the social insurance office's decision?
No. It estimates the amount under the current law and coefficient table, but the official figure is calculated by the social insurance office from the records in your social insurance book. Treat the result as a guide.
